In the event of the Unofficial members of Council being appointed a Committee to enquire into and report on the expenditure of the Colony with a view to the recommendation of such economies as it may be practicable to effect, I hardly think that the letters of appointment need contain an intimation that the views of the Committee, whatever they may be, will not necessarily prevail, as contemplated by Mr. Whitehead.
